Dr. Kelly has been the Chairman of the Department of Orthopaedic Surgery and Sports Medicine since 2005, and is currently a Professor of Orthopaedic Surgery at Rutgers New Jersey Medical School. He was a founding member of the Insall Scott Kelly Institute since 1991 where he remains a director. He is past president of the U.S. Knee Society and is the recent Chair of the Adult Reconstruction Knee Committee at the American Academy of Orthopaedic Surgeons.
 
Dr. Kelly received his medical degree from Georgetown University School of Medicine in Washington, D.C. He completed a surgical internship and residency in general surgery at St. Vincent’s Hospital and Medical Center in New York City and an orthopaedic surgery residency at the New York Orthopaedic Hospital at Columbia-Presbyterian Medical Center. He was chief resident and junior Annie C. Kane Fellow in orthopaedic surgery at Columbia-Presbyterian and a fellow in knee surgery at the Hospital for Special Surgery in New York City under Dr. John Insall.
 
Board-certified in orthopaedic surgery, Dr. Kelly has been honored with a number of awards, including Phi Beta Kappa, the Order of the Grail Award from the University of North Carolina, the Philip D. Wilson Award from the Hospital for Special Surgery and “Who’s Who in Medical Sciences”. Dr. Kelly is past president of the prestigious American Knee Society.
 
Dr. Kelly has lectured extensively both domestically and internationally and his research in all aspects of knee surgery have been published extensively in peer reviewed orthopaedic journals. Recently, Dr. Kelly has lectured and published on issues relating to the use of Opioids in orthopaedic surgery.  He has served as the head team physician of the New Jersey Nets of the National Basketball Association.

Dr. Shah is a practicing emergency room doctor specializing in addiction medicine at Hackensack Meridian Health (HMH). At HMH, he also serves as the Medical Director for Substance Use Disorder Program Development and the Medical Director for the Hospital-Based Violence Intervention Program.

He also serves as the Medical Director of New Jersey Reentry Corporation (NJRC) where he provides guidance on initiatives to better meet the healthcare needs of the justice-involved population. His work at NJRC has resulted in several statewide policy and programmatic reforms (including the elimination of prior authorization requirements for medication-assisted treatment and universal screening and treatment of hepatitis in prisons) as well as received the bipartisan endorsement of five former New Jersey Governors, several local editorial boards, and major healthcare systems.

Prior to his work with NJRC, Aakash was the Founder and Executive Director of Be Jersey Strong, which trained students to serve as community health workers. During the third open enrollment period, Be Jersey Strong recruited over 500 students – two-thirds of whom spoke a second language with over 50 languages represented – from over 20 campuses to help inform New Jerseyans of their options for coverage. The initiative represented one of the largest and most diverse efforts to connect the insured to coverage in the nation and was honored by then President Barack Obama at the White House for its impact.

Aakash has also staffed the health policy transition committee for Governor Phil Murphy of New Jersey, served on the health policy councils of three gubernatorial campaigns, and advised the New Jersey Senate Majority Leader and members of the United States House of Representatives. In these roles, his portfolio has included initiatives to combat the opioid crisis, determine the health impact of burn pit exposure during military service, expand paid family leave, secure financing for women’s health, establish Medicaid Accountable Care Organizations (ACOs), and implement the Affordable Care Act (ACA).

He has conducted original research in these areas at Rutgers University, Boston Children’s Hospital, Brigham and Women’s Hospital, Massachusetts General Hospital, Harvard Medical School, and Oxford University. He is the author of several peer-reviewed publications, op-eds, and policy reports as well as the anthology The Soul of a Patient. He has secured over $2 million dollars in federal and state grant funding to date.

He obtained his MD from Harvard Medical School. He completed his MBA and MSc in Comparative Social Policy from Oxford University as a Rhodes Scholar. He received his BA and BS from Ursinus College. He currently serves on the board of trustees for Integrity House and Ursinus College, and previously served on the executive board of New Leaders Council – New Jersey.

Michael Stillman, MD is an Associate Professor of Internal Medicine at Sidney Kimmel Medical College of Thomas Jefferson University.

A general internist with expertise in caring for people with chronic disabilities, Dr. Stillman has interest in provision of equitable primary care for people with mobility disabilities and in evaluating and treating a number of secondary conditions of chronic disability, including myofascial and neuropathic pain.

Dr. Stillman has delivered academic lectures around the country and has over 40 peer-reviewed publications.

Dr. Solhkhah is the Chairman of the Department of Psychiatry at JSUMC (JSUMC; Neptune, NJ) and Corporate Medical Director of Meridian Behavioral Health Services for the past seven years. Prior to his arrival at JSUMC, Dr. Solhkhah was the Vice Chairman for Education of the Department of Psychiatry and Director of the Child & Adolescent Outpatient Service (CAOS) at Maimonides Medical Center. Dr. Solhkhah has also held posts as the Associate Chairman of the Department of Psychiatry, Director of the Child and Family Institute and the Chief of the Division of Child & Adolescent Psychiatry in the Department of Psychiatry at St. Luke’s-Roosevelt Hospital Center, a University Hospital of Columbia University College of Physicians and Surgeons. Previously he was Coordinator of Substance Abuse Services at the New York University Child Study Center.
 
Dr. Solhkhah graduated from New York Medical College in Valhalla, New York. He graduated from the residency training program in General Psychiatry at Mount Sinai School of Medicine in 1997 and then completed a Residency in Child and Adolescent Psychiatry at Massachusetts General Hospital/Harvard Medical School in 1999. After this, he completed a two-year fellowship in Addiction Psychiatry in the Division of Drug and Alcohol Abuse at New York University.
 
Dr. Solhkhah is a former fellow of the Substance Abuse Minority Fellowship from the American Psychiatric Association and the Center for Mental Health Services. He was also a fellow of the Systematic Treatment Enhancement Program for Bipolar Disorder (STEP-BD) and a mentor of the Walter Reed Society for Health Policy and Public Health. He is a recipient of the Organon Excellence in Psychiatry Residency Award from the American Psychiatric Association and the Ilene Gold, M.D. Scholarship from the New England Council of Child and Adolescent Psychiatry.

Dr. Solhkhah, a member of the American Psychiatric Association, the American Society of Addiction Medicine, and the American Academy of Child and Adolescent Psychiatry, is an active clinical researcher who has taught, lectured, and written extensively in child psychiatry and in the area of adolescent substance abuse.

Tyler S. Oesterle, M.D., M.P.H., is medical director of the Mayo Clinic Intensive Addiction Program (IAP) and medical director of Fountain Centers, chemical dependency treatment programs that are part of the Department of Psychiatry and Psychology, Mayo Clinic. Dr. Oesterle joined the staff of Mayo Clinic in 2014 and holds the academic rank of assistant professor of psychiatry, Mayo Clinic College of Medicine and Science.

Dr. Oesterle earned his B.A. at Brigham Young University in Provo, Utah, and his M.D. at the University of Minnesota Medical School, Twin Cities. He subsequently earned his M.P.H. at the University of Minnesota School of Public Health. Dr. Oesterle continued his training through a residency in child and adolescent psychiatry and a fellowship in addiction medicine at Mayo Clinic School of Graduate Medical Education.

Dr. Oesterle’s clinical interest is in treatment for complex addition, as well as rural mental health, with a focus on child and adolescent psychiatry and addiction psychiatry.  Dr. Oesterle’s research focuses on genetics of addiction, rural chemical dependency treatment, evidence-based treatment for opioid use disorder, and child outcomes associated with parental opioid use.  He has given many presentations on his work and has authored journal articles, abstracts and other written publications.


Dr. Oesterle’s professional memberships include the American Psychiatric Association, American Academy of Addiction Psychiatry, and American Academy of Child and adolescrnt Psychiatry.

Counsel patients and caregivers about the safe use of opioid analgesics, including proper storage and disposal

TARGET AUDIENCE

The primary audience for this initiative will be all providers eligible to prescribe opioid analgesics. A secondary audience includes non-prescribers involved in the care of patients receiving opioid analgesic therapy, nonpharmacologic therapies, and non-opioid medication therapies for the management of pain. These include providers directly employed by Jefferson Health and Hackensack Meridian Health, as well as providers within affiliated practices throughout the service areas served by these organizations. Specifically, this will include allopathic and osteopathic physicians, dentists and oral surgeons, residents and fellows, physician assistants, nurse practitioners, pharmacists, floor nurses, rehabilitation service providers (i.e., occupational and physical therapists), case managers, and social workers and others involved in direct patient care as prescribers and non-prescribers.
